For more than two decades, I practiced emergency medicine — first training at West Virginia University, then building a career across emergency departments and independent practice throughout the Mountain State and beyond, including the Outer Banks of North Carolina.

Emergency medicine is extraordinary work. But it is, by its nature, reactive medicine. Night after night, I watched patients arrive in crisis from conditions that had been brewing for years — preventable diseases that conventional medicine had missed, minimized, or simply not prioritized until a catastrophe forced the issue.

I realized I was treating the end of a story that began decades earlier — and that the beginning of that story was exactly where I wanted to practice.

Alongside clinical work, I built an expertise in clinical informatics — serving as Assistant Chief Medical Information Officer, chairing the Clinical Informatics Council for over a decade, and advising health technology ventures. I am comfortable at medicine's new convergence with technology and am ready to deploy my knowledge to improve our outcomes.

Over the past two years I have transformed myself using the tactics and therapies available under the Medicine 3.0 architecture. I developed a sense of clarity that I want to share with others. Clarity Health is the synthesis of everything I have learned — the urgency of the emergency department, the systems thinking of informatics, and a conviction that medicine practiced early, proactively, and with complete data can fundamentally change the trajectory of a life.

What is healthspan medicine, and how does it differ from traditional primary care?
Traditional primary care is built around treating problems once they appear — annual physicals that screen for a narrow set of conditions, brief visits, and reactive treatment after a diagnosis is already made. Healthspan medicine flips that model. We use advanced biomarker testing, wearable data, and a longer time horizon to identify the earliest signals of cardiometabolic, hormonal, cognitive, and inflammatory drift — often years or decades before they would surface in a standard exam — and build a personalized plan to extend the years you live in good health.
Do you accept insurance?
No. Clarity Health is a direct-pay membership practice. Membership fees and the $500 enrollment fee are billed directly to you and are not submitted to insurance. We deliberately stepped outside the insurance model so we can spend our time on you instead of on coding, billing, and prior authorizations. You may continue to use your insurance for outside services such as imaging, specialist referrals, and prescriptions filled at a pharmacy.
Should I keep my current primary care physician?
Our members keep an established relationship with a traditional primary care physician — particularly when their insurance requires a designated PCP — and use Clarity Health for proactive, healthspan-focused care alongside that.
Are labs, imaging, and prescriptions included in my membership?
Each tier includes a defined biomarker panel performed on the schedule listed in your membership. Outside services — additional imaging, specialty labs ordered beyond what is included, and prescriptions filled at a pharmacy — are not bundled into the membership. These are typically billed through your insurance or paid out of pocket at the pharmacy or imaging center. We will always be transparent about what is included and what is not before any test or referral.
What is the $500 enrollment fee for?
The enrollment fee covers the substantial work that happens before your first visit — comprehensive intake, full review of any prior records you wish to share, baseline biomarker analysis, and the initial draft of your personalized healthspan plan. It is a one-time fee paid at the start of membership, not an annual renewal.
Can I use my HSA or FSA to pay for membership?
Membership fees are not advertised as HSA or FSA eligible — whether they qualify depends on your specific account, plan, and tax situation, and is ultimately determined by you and your tax advisor. Labs, prescriptions, and other qualifying medical services we order outside the membership fee may be eligible for HSA or FSA reimbursement when otherwise allowed under your plan; we are happy to provide itemized receipts on request. Items not covered are billed as private pay.
What if I have an urgent issue or a medical emergency?
For any true emergency — chest pain, stroke symptoms, severe injury, breathing difficulty, or anything immediately life-threatening — call 911 or go to the nearest emergency department. Clarity Health is a healthspan-focused practice, not an emergency service. For non-emergency urgent concerns, your membership tier defines how to reach us — secure messaging, telehealth, or direct physician contact.
Where are you located, and do you offer telehealth?
Our practice is based in Shepherdstown, West Virginia, but serves the entire state by telehealth. Telehealth visits are available to members located in West Virginia and other states where Dr. Best is licensed. Home visits are available within our regional service area for members at the Concierge tier.
Can I switch tiers or cancel my membership?
Yes. There are no long-term contracts. Memberships are month to month, and you may switch tiers or end your membership by providing written notice at least 30 days before your next billing cycle. The $500 enrollment fee is paid one time at the start of membership and is non-refundable.
What if I need to see a specialist?
We coordinate referrals to outside specialists — cardiology, endocrinology, sports medicine, physical therapy, orthopedics, and so on — through your existing insurance whenever possible. The Optimized and Concierge tiers include increasing levels of referral coordination and follow-through, so that what your specialists discover gets integrated back into your overall plan rather than sitting in a separate chart.
